About Us

Progressive Engineering & Construction, Inc. (Progressive) was founded by Bridget S. Morello, P.E. and Gregory J. Rorech, P.E. in 1999, with the mission of providing cost-effective engineering, environmental and construction management services to private and public clients nationwide. Our diverse and experienced staff enables us to work on a variety of projects throughout the United States and internationally. Our highly qualified staff includes Professional Engineers (licensed in Florida and many other states), Professional Geologists (licensed in Florida and many other states), and Licensed General Contractors (in Florida). The key to our success is our Project Strategy, as outlined below.

Project Strategy

  • Our strategic approach begins with identifying site and/or process concerns and obtaining a clear understanding of the client’s site and financial goals. In the event of multiple sites, environmental concerns, or plant processes, Progressive works with the client to prioritize and develop effective solutions. Progressive then performs alternatives evaluations and cost/benefit analyses to identify the best available option(s) for the specific site or process problem(s).
  • Progressive also conducts remedy reviews to offer enhanced or more effective solutions for projects already designed, approved by regulatory agencies, constructed, or in O&M. We have demonstrated the capability of negotiating with regulatory agencies for approval to implement our recommendations.
  • Once the potential solutions are identified, Progressive begins formulating the information necessary to obtain regulatory approval. Our goal is to minimize data collection and demonstrate the effectiveness of the proposed solution via our experience with similar sites or problems. Our experience coupled with a preliminary analysis of site-specific public health and environmental risks provides the basis for effective regulatory negotiations.
  • Progressive will then design and implement the preferred remedy. In some cases, the best solution may be natural attenuation, which we have successfully negotiated approval for and implemented at several sites.
  • Depending upon the project scope and client resources, Progressive can provide design/build services; detailed construction bid, contractor selection, and construction management; or simply construction oversight. This diversity ensures that our clients can implement the preferred solutions in a manner that fits within their economic structure and limits.

Our ability to grasp site/process concerns as well as clients’ long-term goals, coupled with our significant implementation and operational experience with a wide variety of innovative and traditional technologies and equipment, ensures that our clients will receive the most logical and cost-effective solutions for their sites. Furthermore, our demonstrated ability to accurately price implementation and long-term O&M, as well as manage those costs on a daily basis enables our clients to balance their environmental liabilities and resources.
