Progressive serves as the overall project manager for the group of potentially responsible parties (PRPs) at this CERCLA (Superfund) site located in Battle Creek, Michigan. Progressive’s principals have worked for this PRP group since 1992. In 2003-2006, Progressive provided assessment, design, and construction management of remedy renovations/enhancements totaling $750,000 on a phased schedule. The phasing was necessary to minimize downtime of existing components to ensure continued protection of the City’s drinking water supply. Work included: upgrades to a pump and treat system increasing the capacity to 8 mgd; and installation of air sparging systems at two contaminant source areas. Progressive was responsible for the following: hydraulic monitoring and groundwater modeling, water quality monitoring, air sparging pilot tests, system design, equipment procurement, and management of several subcontractors. Construction included installation of one recovery well, 32 air sparge wells, and 9 monitoring wells; 7,000 feet of HDPE piping and conduit/wiring; installation of a pump station; renovation of two pump houses including foundation/building expansion, re-roof, HVAC, lighting, electrical power drop and 750 KVA transformer, motor control center, and plumbing; and installation of a trailer mounted air sparging system. Each phase of the construction was completed on time and within budget.

Additional services provided by Progressive since 1999 include support of negotiations in settlement of a Natural Resource Damage claim, an Orphan Share credit from USEPA, and new consent decrees between the Group and USEPA, the State and the City to voluntarily enhance the current remediation systems beyond the requirements of the ROD. Progressive also calculated revised cleanup criteria to support USEPA’s Explanation of Significant Difference (ESD), and developed an overall well field management plan with the City. Progressive also negotiated approval for remedy enhancements and shut down of the air stripper treatment system in 2007.

Recent data collection and other activities included aquifer tests, tracer studies, river leakage studies, metals background study, soil cleanup verification sampling plan, surveying and GIS/database development. In addition, Progress completed a vapor intrusion analysis and institutional controls study in support of USEPA’s second Five Year Review for this site. In 2009, Progressive obtained agency approval to proceed with closure demonstration for portions of the site groundwater remedy, and further shutdowns were approved in 2012. Progressive continues to provide annual project management, remedy O&M, monitoring and reporting with annual budgets averaging $500,000.

Progressive serves as the overall Project Coordinator for this 70-acre CERCLA (Superfund) site that contains three capped landfill units: Yeoman Creek Landfill (YCL), Edwards Field Landfill (EFL), and Rubloff Landfill (RL). The Yeoman Creek Remediation Group (YCRG) is comprised of several potentially responsible parties (PRPs). Pursuant to the Record of Decision (ROD) and a Consent Decree (CD), the YCRG completed RI/FS and RD/RA activities, and completed construction of the approved Remedial Action in 2005 including: excavation of impacted creek sediment and wetland soils, construction of landfill caps at all three landfill areas, active and passive gas extraction/management systems, monitoring program (for surface water, groundwater, sediment, and methane), and long term O&M. Additional protective measures, many of which go beyond ROD and CD requirements, were implemented by the YCRG and include: supplemental gas extraction/management systems, off-site gas extraction trench systems, methane detectors, and vapor monitoring.

The YCRG retained Progressive in 2012 to serve as overall Project Coordinator. Progressive was selected after a rigorous interview process including other experienced and local environmental professionals. As Project Coordinator, Progressive is responsible for all aspects of project management and communication, including direct communication and negotiations with USEPA and Illinois EPA, budgeting/scheduling, oversight of other contractors and consultants, and compliance with ROD/CD requirements. Progressive has fostered improved communications with the regulatory agencies and is helping to change historical misconceptions regarding YCRG compliance with requirements, and remedial activities and protectiveness at this site.

Progressive reviews the O&M data for the gas management systems, and compiles documentation to demonstrate effective post-closure care. Progressive has completed several documents to support close-out of various CD requirements, as well as a reduction in long-term monitoring and implementation of additional protective measures requested by the USEPA. Progressive also successfully negotiated a reduction in the YCRG’s financial assurance requirements with the USEPA. Ongoing tasks include finalization of institutional controls, evaluation of potential site reuse options, responding to Five Year Review action items, and negotiating reasonable additional protective measures.

Progressive was initially contracted in in April 2009 by Fruit of the Loom, Inc. (FOTL) to prepare semi-annual groundwater monitoring reports for the 6 acre active landfill used for disposal of wastewater sludge and boiler ash. The reports included hydraulic and water quality monitoring, and statistical analysis to compare the characteristics of downgradient and upgradient data.

In July 2012, Progressive prepared the Notice of Intent to Close for FOTL to Georgia EPD as required by 40 CFR 258.60(e). Progressive then quickly negotiated with GAEPD for approval of the final closure design; and provided design/build services to implement the landfill closure. A key component of the original landfill permit included providing an impermeable 18-inch clay cap over the final landfill. Progressive requested and received GAEPD approval of a minor modification to install a geosynthetic clay liner (GCL) in place of the 18-inches of clay to reduce the import of clay to the site.

Progressive managed the construction activities and completed the site closure in December 2013. Design/construction activities included: site surveying, mobilization and site preparation, re-grading final landfill surface, installation of a final cover system consisting of GCL underlying a soil protection layer, and vegetative cover. Side-slope rock channels and perimeter erosion control and site drainage swales were restored and riprap check dams installed to enhance the existing drainage system.

The site is subject to frequent and intense rain events, which created challenges during the first year of maintenance due to recalcitrant erosional features. However, Progressive successfully designed and managed installation of down-slope rip-rap drainage features to mitigate runoff velocity and capture/redirect shallow subsurface rainwater infiltration. The effectiveness of these additional erosion control measures has resulted in reduced post-closure maintenance costs and the frequency of repair efforts.

Progressive continues to support FOTL during the post-closure care program, including post-closure water quality reporting and routine landfill inspections with routine cover maintenance and focused erosion control enhancements, as needed.

Progressive was retained to engineer a cost effective solution for soil, groundwater and surface water impacts from past disposal practices at this site. Contaminants of concern included chlorinated solvents, DNAPLs, and petroleum products. Progressive personnel performed groundwater modeling, and soil vapor extraction (SVE) and air sparging (AS) pilot studies to obtain remedy design parameters. Progressive developed a cleanup strategy and prepared a Remedial Action Plan (RAP) for Florida Department of Environmental Protection (FDEP) review and approval. The RAP was approved and included natural attenuation for off-site impacts, groundwater pump and treat for on-site groundwater source areas, SVE for impacted soil and air sparging for on and off-site groundwater and surface water impacts.

Progressive provided remedy construction on a design/build basis, as follows:

  • Secured access agreements for off-site properties necessary for installation of wells, piping and conduit.
  • Installed 33 air sparging wells, 4 soil vapor extraction wells and 4 groundwater recovery wells in traffic rated vaults below grade.
  • Renovated an existing building and installed a concrete equipment pad with canopy cover to house the remedial equipment, including a new power drop, roofing, fencing, lighting, and HVAC.
  • Installed 1,500 linear feet of air/vapor piping, 1,000 linear feet of electrofusion welded HDPE for groundwater transmission, 1,000 linear feet of PVC piping for discharge of treated groundwater via an on-site infiltration gallery (drain field), and associated conduit/wiring for three separate remedial systems with components housed in a common treatment building.
  • Obtained permits for treated water discharge to an on-site infiltration gallery.

Construction was completed ahead of schedule and under the approved budget. Concentrations of chlorinated solvents (i.e., PCE, TCE) in groundwater hot spots were as high as 200 ppm in 2001, and groundwater discharge to surface water was a concern in one area of the property. The groundwater concentrations have been reduced by operation of the remedial system, and the air sparging network has been optimized to prevent migration of impacted groundwater into surface water. Progressive continues to provide O&M (including equipment maintenance, well redevelopment, air sparge well replacement and air stripper packing material change outs), monitoring, remedy performance evaluations, project management and reporting services for this site.

Progressive provided remedial alternatives evaluation, design, and construction services to address soil and groundwater impacts including chlorinated solvents at this site. Progressive performed confirmatory monitoring to demonstrate compliance with cleanup objectives and obtained regulatory approval for closure of more than 75% of the site in 2005. Progressive then conducted air sparging and soil vapor extraction pilot tests in the remaining areas of concern at the site. Based on the pilot test results, Progressive prepared a Focused Feasibility Study and Corrective Action Plan. The regulatory agency, TDEC, approved the plan and Progressive implemented the remedy on a design/build basis thereby streamlining the project schedule and reducing overall cost. The remedial system construction was completed in May 2006 and consisted of:

  • Installation of 28 air sparge wells, 14 soil vapor extraction wells and 4 monitoring wells
  • Installation of more than 6,000 feet of below ground HDPE piping
  • Renovation/expansion of existing treatment building for new equipment
  • Air sparge flow control racks, associated piping, solenoid valves and timer for zoned operation and centralized control
  • Soil vapor extraction system including knockout tank, blower, vacuum relief valves, air filters and discharge stack
  • Air compressor system including air to air aftercooler, condensation drain, pressure relief valves and associated piping and appurtenances

In August 2008, remediation efforts were enhanced by the installation of 5 injection wells for a chemical oxidation pilot test using sodium permanganate (NaMnO4). Additional chemical oxidation events were performed in February and June 2009, and February 2010. To date, the monitoring results indicate that the remedy has effectively remediated the contaminant plume and that natural attenuation is occurring. Initial results from post-chemical oxidation monitoring events show about 95% reduction in the concentration of contaminants of concern in site groundwater. Based on the success of chemical oxidation, TDEC approved sparge system shutdown and implementation of monitored natural attenuation in January 2010. Progressive personnel continue to provide monitoring and reporting for this remedy.

Progressive provided design and construction management services for this CERCLA (Superfund) site located in West Des Moines, Iowa. During the design phase, we successfully negotiated a win-win for both our client and the City, and garnered EPA approval of the design based upon its ability to address two groundwater contaminant plumes impacting the City’s drinking water supply well field, and its allowance for reuse of treated water as drinking water. The design included renovation and upgrade of the City’s water treatment plant.

The work was completed as a Removal Action under the CERCLA program, and required preparation of a Removal Site Evaluation Memorandum, Feasibility Study and Removal Action Work Plan for EPA and State review and approval. Design and construction management services totaled $500,000 and included design, permitting, removal of existing aerators and appurtenances; and installation of upgraded aerators capable of treating 11.5 mgd and appurtenances including manways, catwalks, blowers, electrical conduit and wiring. The renovation was phased in order to ensure continued operation of the drinking water treatment plant. The work involved equipment selection, and procurement and management of subcontractors (i.e., mechanical, electrical) as well as coordination with City personnel/agencies. Construction was completed on time and within budget, with successful startup/testing in October 2004.

Progressive also provided remedy design and construction management services for the contaminant source area. The source area remedy consisted of an air sparging system and a monitored natural attenuation (MNA) program. Progressive assisted the client in negotiations with EPA for a new Consent Decree with a reasonable Scope of Work and forgiveness of EPA’s past cost recovery claims.

Since implementing the air sparging system, it successfully reduced the concentrations in the source area to levels suitable for MNA. In 2009, the EPA and Iowa Department of Natural Resources (IDNR) approved shutdown of the air sparging system. Progressive is now implementing the second phase of the approved remedy, MNA, and will continue to provide overall management and oversight of O&M, remedy performance, data evaluation, reporting and communication with EPA and IDNR.

Progressive was retained to design and implement final corrective measures to replace an ineffective interim remedial system at this site where a pipeline failure released more than 1,000,000 gallons of gasoline. The primary goals of the corrective measures were to expedite the remediation program and achieve site closure in a timely manner.

Progressive provided design, permitting and construction management of the remedy, as follows:

  • Installation of a dewatering system including 3,000 linear feet of piping, a multi-stage water treatment system, discharge piping, and associated electrical power and controls. A total of 2,543,642 gallons of groundwater were extracted, treated (via oil/water separation, air stripping and carbon adsorption) and discharged through a NPDES permitted outfall without any exceedance of discharge limits.
  • Procurement of permits for discharge of treated water removed from the dewatering process, and performance of permit compliance monitoring and reporting.
  • Excavation of 10,812 cubic yards of contaminated soil and debris for off-site disposal. The waste handling portion of this project required management of 16,788 tons of petroleum impacted soils to an off-site disposal facility via transport by 656 truckloads over four weeks.
  • Simultaneously, Progressive managed importation of 15,290 tons of clean, dry soils (and stone) for backfill of the excavation area via 718 truckloads over six weeks. Progressive was responsible for waste manifests and tracking loads on a daily basis including date, time, load #, truck ID, manifest #, ticket #, and tonnage.
  • The work involved equipment procurement, and selection and management of subcontractors (i.e., civil, mechanical, safety).

Construction was completed ahead of schedule and under the approved budget. Progressive subsequently implemented a closure monitoring program to demonstrate the success of the excavation and dewatering activities. Site closure was awarded by the regulatory agency in March 2005.

Colonial Pipeline Company retained Progressive to finalize Remedial Investigations initiated by another consultant, evaluate Remedial Alternatives, design and oversee the installation of a groundwater recovery and treatment system, and to operate, maintain, and complete upgrades to the remedial system. Additional activities include the design and implementation of a chemical oxidation remedy. Soil and groundwater on-site are impacted with hydrocarbons, and the groundwater flows toward a nearby stream.

In 2004, Progressive designed and oversaw the installation of an approximately 400-feet long groundwater recovery trench. Six vertical recovery wells with pneumatic pumps connect to a horizontal pipe in the base of the trench and intercept groundwater prior to off-site migration. Groundwater was treated with an air stripper and discharged through a NJPDES-permitted outfall. Performance monitoring indicated that the system effectively prevented off-site migration of the contaminants and reduced contaminant concentrations to below the groundwater standards. Surface water samples demonstrate that groundwater has not impacted the stream.

In 2009, Progressive oversaw the excavation of petroleum-impacted soil along the axis of the dissolved-phase plume in an area upgradient of the recovery trench. Monitoring data indicate that source removal was effective in reducing dissolved-phase concentrations in the monitoring wells downgradient from the excavation area. Progressive also oversaw preparation of a baseline ecological evaluation at the site.

In 2012, Progressive implemented a chemical oxidation remedy to address groundwater hot spots upgradient of the recovery trench. PermeOx ® Plus (calcium peroxide) injections were implemented at 38 boring locations. Post injection monitoring indicates that the injection event has successfully reduced concentrations of hydrocarbon constituents in groundwater. Additional injections and continued monitoring were planned in 2013.

The overall scope of work for this project included public notice and outreach activities, remedial alternatives evaluation, remedial design, construction management, equipment procurement, startup and system O&M. Progressive personnel continue to provide O&M support to Colonial’s staff, chemical oxidation monitoring and reporting, as well as remedy performance evaluations.

Progressive personnel provide onsite O&M and engineering design services for this RCRA facility as a subcontractor to a larger, local environmental firm. Site impacts include LNAPLs, DNAPLs, chlorinated solvents, and volatile organic aromatics in soil and groundwater. As Project Site Coordinator, Progressive is responsible for oversight of remedial system operation, evaluation of operating and performance data, evaluation of remedial components and recommendations for upgrades, performance of pilot studies for innovative technologies, design/construction of remedy enhancements, client relations, and data management. Progressive's tasks have included the following:

Progressive was retained by a national environmental engineering firm to support remedial strategy development and implementation at this former dry cleaner site. Progressive evaluated remedial alternatives and performed costbenefit analyses to determine the best method for site closure.

Our review of site data and geologic conditions allowed development of an enhanced in-situ anaerobic bioremediation strategy for this site. Progressive’s recommendation, remedial approach, and detailed life-cycle cost estimation enabled the client to negotiate a guaranteed fixed fee contract for site remediation and closure. This approach also enabled the property owner to proceed with a property transfer without experiencing a reduction in property value due to contamination.

Progressive developed a bench scale treatability study to evaluate various electron donors for enhancing the natural reductive dechlorination process in site groundwater. The treatability testing evaluated lactate, emulsified oil and whey, and the results demonstrated that lactate was the best choice for favorable bioremediation.

The full-scale bioremediation system was constructed in 2005. The 133 injection points have been utilized for injection with a mobile trailer mounted unit. Lactate injection events have been performed bi-monthly and concentrations have dropped by 90%. The site is eligible for monitored natural attenuation (MNA) in 2010.

The fixed fee project and pace of cleanup are ahead of schedule and under budget. Progressive continues to provide data evaluation, recommendations for enhancements, and assistance with reporting.

This national engineering firm also utilizes Progressive to evaluate and develop remedial approaches and cost estimates for most of the sites on which they propose fixed fee remedies; a testament to Progressive’s remedial engineering expertise.

Progressive provides overall project management for a group of responsible parties at this Superfund site. There are several remedial systems at this site, including groundwater pump and treat with reuse of treated water as part of the City’s drinking water supply, permeable reactive barrier, soil containment cap with slurry wall and dual extraction system, and another groundwater pump and treat system for a remote source area. Progressive currently manages all O&M, monitoring, reporting, sampling, permit compliance and other aspects of the project. Progressive also coordinated replacement of a City supply well and decommissioning of one pump and treat system in 2006.

Progressive developed an electronic data management system to track progress toward cleanup, and utilized the database to assist USEPA with Long Term Monitoring Optimization as part of the agency’s second Five Year Review for this site. Progressive is currently working with the USEPA, MDEQ and the PRPs to develop a site-wide Long Term Monitoring Plan, and to evaluate site reuse options, institutional controls, and implementation of monitored natural attenuation.

Recent remedial activities at the site include implementation of groundwater removal enhancements at the soil remedy containment cell during May 2009. The work included installation of pneumatic pumps in four existing extraction wells, an air supply header, groundwater return piping, and associated appurtenances.

Progressive was retained by Hoover Group, Inc. to evaluate the existing remedial activities at this property which was obtained through corporate succession. Site assessment activities and interim measures were conducted between 1986 and 1995. Limited soil removal and installation of a groundwater pump and treat (P&T) remedy took place in early 2000-2001. In mid-2011, Progressive reviewed the work of the prior consultant, including performance of the P&T system, and identified several inconsistencies and poor operation and maintenance (O&M) practices which likely contributed to the ineffective performance of the remedy.

Based on Progressive’s findings and recommendations, the prior consultant was released, and Progressive implemented repairs and developed a new remedial strategy. Progressive obtained regulatory approval to shut down the existing P&T remedy, and prepared a Remedy Modification Work Plan to replace that remedy with an air sparging system. The Michigan Department of Environmental Quality (MDEQ) approved the remedy modification in early 2012. Progressive completed the installation of the air sparging system on a design/build basis with startup in July 2012; and the P&T system was decommissioned at that time. The air sparging system consists of 18 wells with individual flow control and a 25-hp Busch Mink rotary claw air compressor and appurtenances. Progressive designed and fabricated the system control panel which includes a remote telemetry processor for realtime control and monitoring of the system.

Progressive operated the air sparging system for 9 months, and successfully reduced concentrations of volatile organic compounds (VOCs) from 26,500 parts per billion (ppb) 1,1,1-trichloroethane to less than cleanup criteria. Progressive’s design achieved 90-100% contaminant concentration reduction within 9 months, which far surpassed the poor performance of the prior consultant’s remedy that operated for 10+ years with no observed change in contaminant concentrations.

The air sparging system was shutdown in April 2012 to allow for post-active remediation monitoring and rebound assessment. Progressive anticipates closure demonstration monitoring will be complete in 2014.

Progressive was contacted in mid-2011 by a property developer interested in remediating and redeveloping a former retail gas station located in Sun City Center, Hillsborough County, FL. Progressive performed site investigation/ research and coordinated with local and state agencies to have the property designated as a Brownfield Redevelopment Area. Progressive completed applications and documentation to achieve this designation, as well as coordinated public meetings and participated in county meetings as needed to facilitate the process. Progressive also negotiated and supported our client in executing a BSRA with the Hillsborough County Environmental Protection Commission (EPC).

Progressive managed this project on a fast track timeline in order to achieve cleanup goals as rapidly as possible. The entire time it took for Progressive to bring the site into compliance with closure standards from start to finish was only 18 months. Activities were consolidated to accelerate the remedy, with demolition, assessment and active remediation being undertaken concurrently with the Brownfield designation and BSRA execution. During the post-active remediation groundwater monitoring period, a new Chase bank branch was built on the property and open for business by the time the site met the FDEP criteria for closure.

Key steps by Progressive to meet the Client’s objectives included:

  • Demolish and dispose of existing on-site structures and equipment,
  • Provided oversight of removal of three known underground storage tanks (USTs) with associated piping and two previously unknown USTs discovered during excavation activities,
  • In conjunction with the UST removals, Progressive oversaw the excavation and proper disposal of 1,122 tons of petroleum-impacted soil and backfilling and compaction of the excavated area.
  • Following excavation, Progressive reassessed impacted groundwater, and then designed, installed, and operated an air sparging system to remediate the groundwater to FDEP cleanup criteria. The remedial system only needed to operate for three months before achieving groundwater remediation goals on-site.
  • Conducted four quarters of Post-Active Remediation Monitoring (PARM) to demonstrate natural attenuation of remaining contamination in off-site groundwater.

Progressive received in June 2013 notice from the EPC that the Site Rehabilitation Completion Order has been issued.

Progressive performs many environmental services for Goodrich, and routinely is contacted by Goodrich to review the work of other consultants. In this case, Progressive was responsible for reviewing site assessment findings, human health risk assessment conclusions and a draft Feasibility Study/Remedial Action Plan (FS/RAP) prepared by another consultant to address areas of concern at a former aerospace manufacturing facility located in Burbank, CA. Based on our review, a complete revamping of the FS/RAP was warranted allowing the selection of a new remedial approach achieving the same result at a cost savings of more than $10 million.

Progressive compiled and evaluated soil, soil gas and water quality data with respect to remedial objectives, and identified remedial technologies to address soil and groundwater impacted by volatile organic compounds (VOCs) and chromium (total and hexavalent). Progressive performed initial and detailed screening of remedial technologies in accordance with the National Contingency Plan (NCP) in 40 CFR Part 300.430 (e)(9)(iii), and the Guidance for Conducting Remedial Investigations and Feasibility Studies Under CERCLA (U.S. EPA 1988). Based on the screening and evaluation of alternatives with respect to nine criteria for protection of human health and the environment, a preferred remedial alternative was identified based on its ability to achieve remedial action objectives.

The FS/RAP included a conceptual design for the preferred remedy – in situ bioremediation for perched groundwater, use of an existing pump and treat system to distribute the bioremediation amendment, implementation of institutional controls to prevent exposure to areas of concern in soil and groundwater, and monitoring and reporting to demonstrate compliance with remedial objectives and progress toward cleanup. Progressive was asked to step into this project to ensure timely submittal of the FS/RAP in compliance with a previous deliverable schedule mandated by the Regional Water Quality Control Board, California EPA and U.S.EPA. Progressive completed review of existing data and developed the draft FS/RAP within a three week period to meet the schedule constraints.

Injections for the in-situ remedy were initiated in the fall of 2012. Significant reductions in both total and hexavalent chromium in groundwater have already been observed, as well as reductions in VOCs in many wells. Progressive is providing oversight of implementation of the remedy, ongoing O&M, and data evaluation and reporting for the remedial action.

MacDill AFB awarded Progressive a project to update their Integrated Natural Resources Management Plan (INRMP) for 2010-2014. This project involved a thorough review of the existing management plan and environmental conditions of the base, along with the current mission of the base (including aircraft operations, industrial activities, land development and tenant operations) to carefully identify and describe the base’s natural resources and activities that may impact those resources. The purpose of the INRMP update is to provide a road map that can be used to integrate the conservation and biodiversity goals of the base’s natural resource program with the mission and readiness requirements of the U.S. Air Force.

Part of this project involved research to identify scientifically sound and successful natural resource management activities or practices being implemented at other military bases and practices suggested by the U.S. Fish and Wildlife Service, the Florida Fish and Wildlife Conservation Commission, and the National Oceanic and Atmospheric Administration. This research ensured that the base’s natural resources program utilizes state of the art methods and tools that result in sustainment of the base’s natural environment now and in the future. Progressive retained the professional ecological services of another local firm, Water Resource Associates (via subcontract), to support the research and INRMP development.

Our research was also used to update the existing adaptive management practices and natural resource projects for the next 5-year plan cycle. Our plan will also help the base natural resources personnel to identify and develop new natural resource protection and management projects that support the ongoing military mission and resource management goals.

The updated INRMP includes GIS maps of various sensitive habitats and natural areas in the vicinity of MacDill AFB based on review of information provided by the base and/or gleaned from local government databases. The GIS maps depict current land use, wetlands and other sensitive areas, protected species habitats, noise and accident potential zones associated with the air fields, areas of known contamination, chemical storage/handling areas, and other pertinent aspects of the base and surrounding areas.

The Final INRMP for 2010-2014 was completed in April 2010.

Progressive was retained to review previous assessment and remedial activities performed by other consultants and to develop a cost effective solution for remaining groundwater impacts from past operations at this site. The former wood treatment facility used chromated copper arsenate (CCA) to preserve lumber. Assessment and remedial activities have been ongoing at the facility since 1985. In 2002, a series of soil removals to excavate the source of contamination leaching into groundwater were performed in several areas of the site including the former process area. A total of 6,152 tons of contaminated soil was excavated and disposed of off-site. Groundwater contamination remains and the groundwater contaminant of concern is dissolved arsenic.

Although the source soils in the process area were removed, soils on adjacent property where an active rail line is located are likely continuing to leach arsenic. Site rehabilitation is complicated by its location next to the active rail line, which also has a parallel FDOT utility corridor containing fiber optic lines. Pilot studies were performed by the previous consultant to evaluate the effectiveness of in-situ immobilization of metals via enhanced precipitation and adsorption in this area of the site. In 2011, trenches were excavated along the rail line, additional contaminated soil was removed, and 5,800 pounds of chemical oxidant was emplaced along the main rail corridor.

Progressive is providing engineering expertise to develop the most cost effective way to bring the site to closure including:

  • Review and evaluation of previous assessment and remedial activities to identify potential data gaps;
  • Updating the water well survey in surrounding areas to support site closure under FDEP’s risk-based cleanup rules;
  • Evaluation of remedial alternatives and recommendations for cost-effective paths to closure including use of engineering controls and deed restrictions; and
  • Performing groundwater monitoring to evaluate natural attenuation as a remedy.

Progressive has proposed, and the FDEP has approved, continued groundwater monitoring in order to further evaluate whether natural attenuation of arsenic in groundwater will be an effective remedy. Progressive continues to provide monitoring, remedy performance evaluations, project management and reporting services for this site.
